To provide faster and better citizen services to the public, the State Government launched 'Mee Seva' centre here on Friday. The programme was inaugurated by Chief Minister N Kiran Kumar Reddy at the Mahathi Kala Mandiram here.
The Chief Minister handed over an Adangal document to a farmer Chengalraya Reddy and 1B document to one Ayyappa Naidu. Speaking on the occasion, he said that that this was for the first time in the country that key citizen services were brought under one roof. The programme is being launched on pilot basis in Chittoor district and will be available in all districts by next March. Mee Seva provides 51 services relating to Registration, Revenue and 15 other departments.
Within 15 minutes of application submission, documents electronically signed by the authorities will be handed over, the Chief Minister said. For digital signature validity a special amendment had been made and orders were passed.

Allow Citizens Service Centres to issue certificates, not e-seva: TDP
2011/6/22 19:05:46 The Telugu Desam Party on Wednesday urged new Greater Hyderabad Municipal Corporation Commissioner MT Krishna Babu to implement a resolution adopted earlier to issue birth and death certificates through Citizen Service Centres instead of E-Seva centres.
In a letter to Mr Krishna Babu, Telugu Desam Party Floor Leader in the Corporation Singi Reddy Srinivas Reddy pointed out that the resolution was adopted after several representations from Corporators and voluntary organizations.
He reminded that the resolution adopted gave the nod to implement issuance of the important certificates through 18 citizen service centers located in each circle office.
These services are necessary to avoid delay of services for needy people, Mr Singi Reddy said, adding that rather than E-Seva, Citizen Service Centers have the better edge in issuance of births and deaths certificates.
The people will be able to obtain the certificates easily and early from the registrar and sub-registrar of the concerned circle as the E-Seva staff are substandard (under-qualified personal who have cleared only SSC and Intermediate), the TDP leader said.
He added that these under-qualified personnel are unable to understand the Birth and Death Act and the guidelines issued by the GHMC for various services, including name inclusion, correction and non-available certificate.
This is leading to the citizens who are in urgent need of the certificates suffering as they are not getting the services in time, Mr Singi Reddy said.
Besides this, the E-Seva is charging heavily for rendering services to the GHMC for the issuance of birth and death certificates, which is causing a loss to the Corporation. The citizen service centers of the GHMC are also a one-stop service centre where in the citizen apply and collect particular certificates, he pointed out and urged the GHMC Commissioner to take note of his request. According to a press release from the director e-seva, due to heavy rush for obtaining income, caste and residential certificates and for collection of property tax and RTA services, July 31 being last date, this facility is being provided for the convenience of the people. (INN)
2011/8/18 18:21:25 The Greater Hyderabad Municipal Corporation on Thursday asked all the traders in its limits to renew their trade licenses for the year 2011-2012 in any of e-Seva Centers / Citizen Service Centers in GHMC limits.
According to GHMC, the deadline for renewal of trade license without any penalty has been extended upto 30th August. The traders can obtain trade license certificate from CSC or E-Seva centers by submission of payment receipt number. However, to renew the trade license in between 31st August to 30th October, the trader has to pay 25% of the fee as penalty in addition to the original license fee. Similarly, for renewals after 31st October, a penalty of 50% would be imposed.
However, the GHMC has warned that it would close the establishments who have not renewed their trade license by 30th August.
Those traders who have not taken the trade license so far have can approach the nearest e-Seva Centers / Citizen Service Centers in GHMC Circle offices and apply for the same.
Further, traders who have got interim orders of AP High Court on bulk garbage charges have been asked to approach the Joint Commissioner (H&S), at the GHMC's Head Office, for the payment of trade license fee, along with the DD’s. (INN)

Talking to reporters at the State Secretariat here on Thursday, Information Technology and Communications Minister Ponnala Lakshmaiah on Thursday announced that the government was planning to set up 'Mee Seva' centres across the State wherein people could get these certificates without any difficulty. However, the centres would be on experimental basis in Chittoor and Krishna districts.
The first "Mee Seva" centre would be inaugurated by Chief Minister N Kiran Kumar Reddy in Chittoor district on Friday. Ponnala said that the `Mee Sevaâ€™ centre would provide 12 services to customers including providing certificates like Adangal, Records of Rights, Income Certificate for students and Residence Certificate. Each certificate would be issued at a nominal fee of Rs 30.
The Minister said that the "Mee Seva" centres would provide all the government services to the people in easy manner at one place. Based on the response received from the people, he said the `Mee Sevaâ€™ would be extended by establishing 300 centres across the state. He said that the government was making efforts to issue all certificates through â€śMee Sevaâ€ť centres by March 31, 2012.
Ponnala hoped that the "Mee Seva" centres would put an end to corruption and the issuing of documents and certificates could be done in a transparent manner. He said the all certificates would be given to candidates within 30 days after conducting proper enquiry. He said that all employees in the â€śMee Sevaâ€ť Centres would be appointed on contract basis by a private firm.
The Minister said that the existing 107 AP On Line, 22 e-seva Centres and 34 Common Service would be christened as â€śMee-Sevaâ€ť centres soon and the government would extend Rs 10,000 to each of the centres for this purpose. (INN)
2011/11/7 4:00:43 The State Government is planning to expand the "Mee Seva" centres to cover initially 20 to 25 services with a target to bring under its ambit as many as 50 services by the end of 2012. The service is likely to be expanded to cover the farming community as well by providing them through the IT kiosks vital information inputs related to market conditions such as area wise prevailing rates, rates of fertilizer, pesticides and seed.
According to a release by the Chief Minister's Office, the government is also examining the possibility of imposing penalities and intitiating punitive action against the staff concerned if they fail to deliver the certificates in time.
The CMO claimed that Andhra Pradesh ranks first in implementing several welfare and development schemes. Further, the state is the foremost in launching several novel programmes such as The Licensed Cultivators Act, Zero interest to farmers, Stree Nidhi, Social Audit of Mgnregs Scheme and the recently launched Mee Seva programme.
The "Mee Seva" programme introduced on a pilot basis in Chittoor and Krishna districts is envisaged as a transparent and secured citizen-centric web-based service which will provide convenient access to people in securing copies of land records like adangal, village map, residence and income certificate, integrated caste-nativity-birth certificates, certified copies of registration documents and so on.
Every year about two crore people are applying for some or other certificate. Mee Seva centres would cut back on time and cost overruns and provide a speedy and hassle free service to the citizens. The government is trying to provide better services to the people.
The facility is extremely people friendly and is designed to put an end to the ordeal of making people run from pillar to post to secure the certificates.
The officials say that all efforts were made to ensure that there are no loopholes in the programme. Earlier, it would take several days for anyone to get any certificate, be it adangal or income or birth certificate. With the launch of Mee Seva, the certificates would obtained within minutes. A charter has been evolved which will be displayed at all the Mee Seva centres. It contains information pertaining to the time taken for issuing different kinds of certificates and the prescribed fee. A toll free number system would also be set up so that the applicants could get information
Certificates and documents will be issued with the digital signature of the official concerned. Necessary amendments have been made to the Andhra Pradesh Information Technology Rules (Electronic Service Delivery) Act, 2011 to provide authenticity to the certificate or document with the digital signature of the official.
These efforts will bring about a revolutionary change in the system

While, 3 of them are allocated to Hyderabad alone, Visakhapatnam, Vijayawada, Tirupati and Nizamabad got each one. The new service centers will be established before October this year. However, the Vizag center will be started before end of this month. These new service centers will provide services to the people from the surrounding districts.

Stop malicious campaign against Satya Sai organizations: Chalam
2011/6/27 14:00:36 Describing its targeting as ‘heinous’, Sri Satya Sai Seva organizations state president SG Chalam on Monday expressed serious concern that such a malicious campaign would affect the philanthropic activities of the Trust.
In a media statement, Mr Chalam alleged that some vested elements, particularly a section of the media, is intentionally targeting the Satya Sai organizations and slinging mud to destabilize and defame the organization.
He added that such intentional targeting would adversely affect the philanthropic activities of the organization, which is known for its service.
Appealing to the media to stop such ‘Goebbels Campaign’ against Satya Sai Institutions and the Trust members, Mr Chalam said that the media should act in a responsible and constructive manner.
“The Trust is known of its service to humanity. A section of the media is carrying baseless stories and making false charges against the Trust and the organizations. This malicious campaign has been launched with an intention to hurt the sentiments of crores of Sai devotees,” Mr Chalam stated.
He said that such malicious campaigns against Satya Sai Institutions would disturb the sentiments and emotions of devotees.

Additional Commissioner of Police (Traffic) CV Anand said that the SMS service is available to all citizens who possess a mobile connection.
The city has been divided into six different groups, HTP, HTPNORTH, HTPEAST, HTPWEST, HTPSOUTH, HTPCNTRL, HYDPOL. To avail of the free SMS alerts service, the citizens should send an SMS with the body ‘JOIN ’ to 09219592195. They will receive a message that the service has started. If people want to unsubscribe, they have to text “LEAVE ” to 09219592195.
The people of Hyderabad will also have the option of enrolling through a Web application placed on FB page and the Hyderabad Traffic Police website.
This service is for opt-in motorists who subscribe to receive SMS traffic alerts .The SMS service is free; the only charge people have to pay is that for the initial (first) message to start the subscription. After that there is no charge on receiving SMS traffic alerts.
Cell numbers that have DND (Do Not Disturb) service activated will not receive the SMS. People will have to stop the DND service to receive SMS Traffic alerts.(INN)

The action hero is now the 'Goodheart Ambassador' for Asian Heart Institute (AHI) to espouse the cause of over one million babies born worldwide with congenital heart problems, mostly from economically deprived sections, and senior citizens struggling to eke out their second innings on meagre resources, said AHI Vice-Chairman and Managing Director Ramakant Panda.
"AHI has launched 'Asian Seva' to provide economical but expert cardiac treatment, surgery and medical care to the two most important segments of our society -- children and old citizens," Panda told IANS.
The benefits under 'Asian Seva' can be availed by children below 12 years and senior citizens above 65 years of age, he added.
Launching the 'Asian Seva' here Thursday evening, Akshay said: "This team, 'Messiahs of Heart', believes in giving back to society and the least we can do is support them in their noble endeavour."
Akshay confessed that when Panda approached him with the proposal to be the ambassador, "he left me with no reason to refuse".
The 'Asian Seva' will also collaborate actively with the Retail Drugs and Chemists Association and pharmacists, numbering over 1,000 in Mumbai.
"This segment plays an important role as many people don't come to us first. They go to the chemist and buy medicines to get back on their feet. This is the kind of trust people pose in them," Panda pointed out.

The ten new trains will be introduced to meet the increasing demands of commuter traffic in the twin cities of Hyderabad and Secunderabad.

2011/11/3 15:04:20 The traditional Pushpa Yagam for Lord Sri Venkateswara was performed with religious fervour and vedic chanting in the presence of thousands of devotees at Tirumala on Thursday.
Nearly 7 metric tonnes, comprising 18 varieties of scented flowers including Sampangi, Chrysanthemum, Rose, Lilly, Tulasi, Jaji, Lotus, Kaluva, Manoranjitham and Bilvam were used for the ritual.
The Pushpa Yagam is performed in the month of Karthika after annual Brahmotsavam on the asterism of Sravanam. After performing two Archanas and two Naivedyams, the processional deities of Lord Malayappa Swamy flanked by his two consorts Sri Devi and Bhu Devi were brought to the Kalyananamandapam. Later, the pundits performed homa and Snapana Tirumanjanam. The deities were then given a celestial floral bath.
Meanwhile, the TTD has cancelled Arjitha Sevas like Vansanthotsavam and Shhasradeepalankarana Seva following Ankurarpanana on Wednesday and Sevas including Tiruppavadai, Kalyanotsavam, Unjal Seva on Thursday to reduce inconvenience for the devotees. (INN)
Bollywood badshah Shah Rukh Khan has to pay a price for endorsing products — a whopping Rs 71 lakh. This is the amount King Khan forked out as service tax for April to June 2006.
While other actors too strut their stuff for the advertising industry, Khan rules the roost when it comes to paying service tax. He is followed by Abhishek Bachchan who paid Rs 25 lakh this financial year (2006-07). Rani Mukherjee is at the third slot with Rs 18 lakh and Amitabh Bachchan, Rs 15 lakh.
Other major service taxpayers include Sushmita Sen (Rs 9 lakh), Hrithik Roshan (Rs 8 lakh), Saif Ali Khan (Rs 7.5 lakh) and Ajay Devgan (Rs 6.75 lakh).
Service tax is paid quarterly while the return for the same is filed every six months.
Confirming the figures, SJ Singh Commissioner, Service Tax, said the department had identified 70 brand ambassadors who had to pay service tax and half of these had not even registered themselves with the department.
"Notices have been sent to 35 brand ambassadors who are either from the film or television world," Singh said.
Levying of service tax on brand ambassadors was a controversial issue till recently. Actors had argued that they worked in individual capacity and not as commercial concerns and don't fall under the ambit of service tax.
However, in the latest Union budget, the government clarified that individual endorsing of products would come under service tax net. The government removed the words "commercial concern" from all the areas falling under the service tax bracket and replaced it with "person".
This cleared the confusion. Service tax officers said, post this amendment a lot of celebrities from Bollywood and television who have endorsed products, came forward to register themselves with the department.
Meanwhile, service tax officers have also written letters to the Brihanmumbai Municipal Corporation (BMC), BEST and railways asking them to register themselves with the department as they sell space for advertisement and provide other services. Singh confirmed that letters were written to these government bodies.
The department wanted information about the persons these bodies had given services to and the payment they got for the same.
Singh added that the department has only sent letters to these bodies but it would meet general managers of all these bodies some time soon.

All GHMC units to remain open on Sunday: Property tax payments
2011/7/30 18:31:51 Greater Hyderabad Municipal Corporation Commissioner MT Krishna Babu on Saturday said that all E-Sevas would be functioning from 8 AM to 8 PM on Sunday, July 30 to enable the tax payers to pay their property taxes without penalty.
Mr Krishna Babu appealed to the tax payers to avail this opportunity and pay property tax in time for the development of the city.
The GHMC chief reminded that the last date for payment of first half year Property Tax without penalty for the year 2011-12 is Sunday and added that the GHMC Treasuries, Citizen Service Centers at Circle Offices, the E-Seva Centres would be functioning on that day.
Apart from this, the Head Office will remain open from 10 AM to 5 PM so that the property owners can avail the services and pay the property tax, he added.
Incidentally, office bearers of Bhimnagar Welfare Association LIC Colony, behind NTR Stadium, met Mr Krishna Babu on Saturday and handed over the Property Tax cheques amounting of Rs 1,88,086 of their colony consisting of 94 houses.
The GHMC Commissioner appreciated the efforts of the governing body of the Welfare Association and said that timely payment of property tax from citizens will help GHMC in implementing various citizen friendly initiatives for the betterment of civic infrastructure.(INN)
Andhra Bank to sell Srisailam temple darshan tickets

Talking to media persons after emerging out of a meeting of the Trust’s administrative board at Srisailam temple, the Executive Officer said the Trust has decided to sell darshan tickets and all Arjita Seva tickets including for Rudrabhishekham, Seeghra Darshan, and Atiseeghra darshan through the branches of Andhra Bank.
Mr Venkateswarlu added that the Sri Srisaila Bhramarambika Mallikharjuna Swamy temple has reached a Memorandum of Understanding in this connection with the Andhra Bank officials.
Trust president E Koteswara Rao said the Trust’s administrative board took this decision to help the devotees and reduce inconvenience to those who come from faraway places to the temple.
Mr Koteswara Rao added that the decision of the Trust would benefit thousands of Shiva devotees, who can book tickets in advance and reduce congestion during Brahmotsavams and other rituals during auspicious days.
He said the Trust has decided to perform Sri Bhramarambika Mallikharjuna Swamy Kalyanotsavam in August as part of propagating Hindu Dharma Parishad across the state.(INN)
2011/7/20 19:24:09 Chief Minister N Kiran Kumar Reddy on Wednesday emphasized the use of e-governance as an enabler for Good Governance and citizen-centric governance and to ensure that services are delivered to the citizens in a user-friendly manner. The CM laid out his Vision for the Smart and Transparent Governance through the use of Information and Communications Technology. The Chief Minister reviewed activities of IT and C Department at Secretariat, here today.
The Chief Minister directed all the departments to migrate to the recently completed Shared IT Infrastructure i.e. the State Data Centre and the State Wide Area Network that provides Bandwidth and Connectivity till the Mandals. The IT infrastructure has been created at a cost of Rs 165 crore and will enable video conferencing upto Mandal level, besides other uses.
The Chief Minister directed the departments to bring their citizen-facing services into the e-Seva fold. To facilitate delivery of legally valid certificates to be delivered electronically, AP Information Technology (Electronic Delivery of Services) Rules 2011 would be issued which would enable departments to issue Digitally Signed Certificates and deliver these services directly at the doorsteps of the citizens. This will also obviate the need for citizens to go to the Government Offices to get various Certificates. The CM directed that the services of Revenue, Registration and Municipal departments that impinge on the common citizens are rolled out initially through this framework across the state.
The scheme would be piloted in Khammam, Krishna and Chittoor Districts for revenue services and for Birth / Death Certificates in GHMC limits. He also directed that some services pertaining to the Registration Department like encumbrance certificates, market value statements and certified copies be delivered through e-Seva.
The Chief Minister also directed the IT and C department to create an Aadhaar-enabled State Resident Data Hub in theState Data Centre to enable all departments to roll out their services to the citizens effectively, efficiently and in a transparent manner. It was also decided to introduce Multi-purpose ‘Smart Seva Cards’ for effective implementation of all the welfare programmes (G2C) in the 3 pilot districts.
He also directed the revitalization and revival of the ‘Bhu Bharati’ initiative for providing Land Records and Title Certificates in a user-friendly manner to the Farmers (G2F). It was also decided to introduce a Comprehensive Human and Financial Resources Management System for seamless financial management and enabling effective delivery of benefits to the State Employees (G2E).
The Chief Minister directed the IT and C Department to increase the e-Seva transactions from the current level of 50 lakhs per month to 1.00 Cr. per month by December, 2011. The Chief Minister agreed in principle to the request of the Department for additional budget to the tune of Rs.50 Cr. for implementing the e-Governance initiatives.(INN)
e-Courts will revolutionise judiciary, says HC judges
2011/11/6 15:10:06 High Court Judges justice N V Ramana and Justice C V Nagarjuna Reddy on Sunday stated that the Judicial Service Centres, created under the e-Courts project across the state would revolutionalise the judicial system.
Talking to media persons after launching e-court, Sanchar Lok Adalat and mobile legal service vehicle in Chittoor district court premises, Justice N V Ramana said that e-Courts project at the district court was aimed to provide justice to poor at their doorstep. He said the Judicial Service Centres was an effective mechanism under the e-courts project to use information technology to facilitate transparent flow of information on various case details, history of case hearings and other relevant details.
Justice Ramana said that the Judicial Service Centres would bring revolution in legal system on the lines of Right to Information Act in the country facilitate speedy solving of long pending cases.
